Businesses in Virgina are dealing with reopening at only half capacity. One local restaurant is creatively making it seem like it's busy, by placing mannequins at every other table.  The mannequins are dressed in fashion from the 1940's and according to an IG photo, "Social Distancing is “INN” style,"
