Governor Baker Announces Phase 1 Reopening In Massachusetts
Massachusetts Governor Charlie Baker said that some businesses would be allowed to reopen under Phase 1 of a new plan introduced on Monday, including barbershops, salons, construction, manufacturing, and houses of worship.
Each phase is expected to last a minimum of 3 weeks, however it could regress based on public health data trends.
“We cannot move forward unless we commit to continuing to slow the spread,” Baker said on Monday.
A “safer at home” advisory replaces the official “stay at home” advisory, which means people over the age of 65 who have underlying health conditions should continue to remain at home, except for essential errands. All residents are advised to leave home only for healthcare, worship, and permitted work, shopping, and outdoor activities, but are still required when they can’t maintain minimum social distancing.

May 18th:
- Essential Businesses
- Manufacturing
- Construction
- Places of Worship (outdoor services are encouraged)
- MBTA Riders will be required to wear masks to ride
May 25th:
- Lab Space
- Office Space at <25% capacity (outside Boston)
- Limited Personal Services
- Hair styling (appointment only)
- Pet Grooming (appointment only & curbside drop off and pick up)
- Car Washes (exterior only)
- Retail
- Remote fulfillment
- Curbside Pickup
- Recreation and Outdoor Activities (with guidelines)
- Beaches
- Parks
- Drive-In Theatres
- Fishing, Hunting, & Boating
- Athletic Fields & Courts
- Zoos
June 1st:
- Office Space in Boston <25% capacity
